The International Committee of the Red Cross developed child health screening tools during the Nigerian Civil War by measuring the heights and circumferences of clinically healthy children. The children in this photo were found to be two standard deviations off the scale (too tall for their arm circumference) and were given cooked food ration cards. Of these, severely malnourished children were sent to intensive feeding centers as in-patient cases.
